This document comprised an Introduction, followed by three sections. Part 1 (Achievements in the first four years of the Plan and the benefits obtained) was acompanied by a detailed Appendix. So too was Part 2 (The future course of the Modernisation Plan, especially during the next five years). Part 3 (The economies of modernisation and rationalisation) went into the financial gains obtained or in prospect.
